Lapa is a Portuguese parish ( freguesia ) on the 2nd Bairro the capital Lisbon. The community was established on 11 February 1770.

The 0.72 km ² large district characterize mainly representative town houses, the Parliament of the Portuguese Republic in the Parliament building Palácio de São Bento and the seat of government. Furthermore, a number of embassies are in the community, as among others, those of Austria, Switzerland, China, Canada, the Netherlands and the United Kingdom.

President of the " Junta de Freguesia " was Carlos Mário Duarte Santos from the Conservatives (PSD ). He was replaced by Luís Miguel Brito de Varela Marreiros (CDS ) 2009.
