Peter Harry Carstensen

Peter Harry Carstensen ( born March 12, 1947 Elizabeth Sophia enclosed land on the north beach ) is a German politician ( CDU). From 2005 to 2012, he was Minister -President of Schleswig -Holstein.

Education and work

After graduation in 1966 at the Husum Hermann- Tast Gymnasium completed Carstensen, son of a farmer, an agricultural internship and then 1968-1973 a study of Agricultural Sciences in Kiel, which he finished with a degree in agricultural engineering. During his studies he became a member of the student association Landsmannschaft Troglodytia in the Coburg Convent ( exit 1998). In 1976, the Second State Examination joined for the teaching profession. He then worked as an agricultural teacher at the School of Agriculture Bredstedt and as an economic advisor at the Chamber of Agriculture Schleswig -Holstein until 1983.

Carstensen was up to his candidacy for Prime Minister Member of the Supervisory Board of the CG Nordfleisch AG (today Vion Food Hamburg). Since October 2012, Peter Harry Carstensen acts as Chairman of the nordic hotels AG. The Kiel hotel chain currently operates 21 hotels in Germany.

Family

Peter Harry Carstensen is married and has two daughters by his first wife Mary died in 1998. His younger daughter is the ceramicist Anja -Christina Carstensen. In August 2004, the Bild newspaper sought his consent for a new wife Carstensen. Looking back, he considers this action for an error. Party

Since 1971 Carstensen is a member of the CDU. From 1986 to 1992 he was Chairman of the CDU District Association of North Friesland. Since July 2000, he was Executive Vice President, since June 2, 2002 then state chairman of the CDU in Schleswig -Holstein.

Carstensen was the top candidate of the CDU for the state election in 2005. Under his leadership, the CDU reached 40.2 percent of the vote, the best result since the resignation of Barschel 1987, presented for the first time since 1983, again the strongest parliamentary party and was in a coalition with the SPD again assume governmental responsibility in Schleswig -Holstein. From 1 March 2005 until his election as Prime Minister on 27 April 2005, he was Chairman of the CDU parliamentary group. Then Carstensen presented the CDU state presidency on September 18, 2010 to the CDU parliamentary group chairman in the Schleswig- Holstein Landtag, Christian von Boetticher. Member of Parliament

In 1983, Carstensen was a member of the German Bundestag. Public offices

In the election of the Prime Minister of Schleswig -Holstein in the inaugural session of the Parliament on 17 March 2005 neither Carstensen nor the incumbent Heide Simonis reached the required majority. Then, successfully led negotiations to form a grand coalition between the SPD and CDU. On 27 April 2005, Peter Harry Carstensen was finally elected by a majority of 54 votes (out of 59 votes of the grand coalition ), the new prime minister of Schleswig- Holstein.

From 1 November 2005 until 31 October 2006 Carstensen was scheduled according to President of the Bundesrat.

Over the term of the US-led coalition Carstensen was several times shortly before the failure. In autumn 2007, a fraction could be avoided only by the resignation of SPD regional chairman Ralf Stegner by the Office of Schleswig-Holstein Minister of the Interior.

Mid-July 2009 decided the CDU parliamentary group on a proposal Carstensen to end the coalition with the SPD and bring about new elections on September 27, parallel to the general election. The Prime Minister led as a reason the lost trust in the coalition partners. Since the required two- thirds majority to dissolve the parliament the opposition of the SPD failed Carstensen presented the vote of confidence, was put to the vote on July 23. The SPD faction rejected the re-election plans, not on principle, but kept the resignation Carstensen for a better way to this goal. The trust question was answered by 37 of the 69 votes of deputies negative as expected. The elections to the Schleswig-Holstein Landtag found place in parallel to the parliamentary elections on 27 September 2009.

In consequence of the failure of self-dissolution of the Diet Carstensen dismissed on 20 July 2009 with the end of 21 July 2009 every SPD ministers from their posts in the state government. The management of the ministries concerned was divided among the remaining cabinet members, Carstensen himself took it as a successor to Uwe Döring responsibility for the Ministry of Justice, Employment and Europe.

After the elections Carstensen formed a coalition with the FDP. On 27 October 2009 he was re-elected with 50 votes of 95 as prime minister and was thus at the end of one vote more than the new government parties could unite in coming. Later, his coalition had only a majority of one vote. The distribution of seats in parliament was illegal according to the judgment of the country's Constitutional Court on 30 August 2010 so that new elections had to be conducted no later than 30 September 2012. The elections were held on 6 May 2012. It was the second time that a government under Prime Minister Carstensen ended prematurely.

Carstensen announced after this judgment, leave the CDU state presidency September 18, 2010 and hit the CDU parliamentary group chairman in Kieler Landtag, Christian von Boetticher as his successor. Furthermore, he would not pull as the leading candidate in the early election.

In autumn 2011, Carstensen took over the chairmanship of the Prime Ministers' Conference.
