Santo Tomas (Filipino: Bayan ng Santo Tomas ) is a Philippine municipality in the province of Isabela, Administrative Region II, Cagayan Valley. It has 21,688 inhabitants ( census May 1, 2010 ) living in 27 barangays. It is classified as the fourth income class municipality in the Philippines and as partially village.

Santo Tomas is located in the extreme north of the province. It lies at the foot of the mountain massif of the Cordillera Central in the west, in the valley of the Cagayan River. It is located 437 km north of Manila and is accessible via the Marhalika Highway.
