A major concern is the cash restructuring package, the Stoeger presented in April 2009 at the Council of Ministers. This called for to reduce the existing financial deficits of the health insurance.

The World Health Organization (WHO ) estimates that three quarters of all deaths in developed countries, such as Austria have to do with the personal life ( diseases caused by poor diet ). The NAP.e. provides about 100 measures to improve the eating habits of the Austrian population. (eg the initiative "Right food from the beginning", introduction of a single food labeling "Food Charter " ) Priority target groups for NAP.e measures are children, pregnant women, lactating women and the socially disadvantaged.

According to the health restoration and the creation of group practices Minister Stoeger started in autumn 2010 with negotiations on a nationwide health care reform.
