Third barrier
The third barrier began on 19 October 2005. Nearly a year later, on 10 October 2006, the ban was lifted for parts. The provider of the administrator Shizao confirmed the imposition of a ban. The authorities announced no reason for the lock.
On 21 October 2005, the Administrator Shizao sent again a petition to his ISP, and stated that " the lockout should be lifted within a week. " An employee of the provider promised to forward his complaint to the competent body. On October 24, Shizao announced that
" The lock to be lifted on Wednesday [ 26 October ]. One approach under whose details are unknown, a petition within 3 days after the filing is answered, an answer comes in three working days, and my petition was sent on Friday to the provider. My provider has indicated that they know of no such case in which a petition was answered in the negative. That should be good news, but it is still impossible the reason for the lock to learn. "
The petition sent an effort to be closer to the position of the government as the first petition, which was sent in 2004. The petition read:
