The costs for the infrastructure are given by the City of Kobe in the report of the fall of 2005 to 314 billion yen. Attributable to the Inselbau and the connecting bridge to 242 billion yen, terminal, tower, radar and weather station with an additional 20 million euros (converted ) listed. The airport will be financed by bonds issued by the city ( 210.8 billion yen), land sales of the land reclamation ( 67.7 billion yen) and state subsidies of 30.2 billion yen. The management responsibility of the operating company of the Port of Kobe (神 戸 港埠 头 公社), a public limited company, which is financed by interest-free and interest-bearing loans from the city as well as revenue from Kobe port usage and landing fees. The plans go from a passenger volume of 3.19 million per year and appreciate it to 4.03 million in 2010. Transmitter Yumiuri TV reported in February 2006 on new estimates of only 2.7 million air passengers in the first year ( 16.2. to 31.12. ), actually there were 2.37 million. In calendar year 2010, 2.22 million passengers used the airport. 2011 use only Skymark and ANA with the objectives Sapporo, Ibaraki, Tōkyō -Haneda, Nagasaki, Kumamoto, Kagoshima and Naha Airport to Kobe; the capacity utilization is further at 70 percent.

Criticism

Citizens Kobes have spoken in numerous demonstrations and a collection of 310,000 signatures against the construction of the airport. Reasons for the rejection of the airport plans are the expected aircraft noise and a different assessment from City Hall to the demand situation, especially given the high cost. In the Kansai area, there are already two major airports: Itami and Kansai. The latter is considered due to its lower than expected utilization due to the long economic stagnation in Japan since its launch in 1994 as a deficit: 24 -hour operation and expansion at two take-off and landing runways were at the Kansai International Airport as breakeven point, both has not been achieved. The Kobe Airport will again create overcapacity and prove economic bad investment, so the fears. With an improved access to the Kansai International Airport is served the citizens better.

The city government, however, points to a study from the year 2002 that the passenger volume in space Kansai in the years 1994 to 2002 at an annual 3.3 percent to 23.69 million and will continue with a growth rate from 2.2 to 2.8 could be expected percent, so that a volume of 31.4 million will forecast for the year 2012. The urban Itami Airport bump already at the limits of his runs, he has the heart of a residential area due to its location: maximum 370 takeoffs and landings per day and air traffic only 7-21 clock. The annual additional tax revenues resulting from the new airport is estimated the town hall from Kobe with 30 billion yen.

At the opening of the airport, the television of problems reported during the landing: Due to unfavorable side wind conditions ( downdrafts Rokko Oroshi from Rokko ) either have been possible only in about ten percent of cases, as provided to fly to the airport from the west during testing. For a safe landing must usually be flown over the Bay of Osaka, which affects the operation of the airport Kansai. The increase in the municipal tax as part of the income tax in Kobe in 2006, taken in conjunction with the cost of the new airport.

The attractions of the island airport will be next to the visitor's terrace a new Waterfront on the city side and an artificial beach, the sognaanten " lagoon " near the airstrip.
