Kosovan parliamentary election, 2010

Background

After the conviction of then President Fatmir Sejdiu of Kosovo in late September 2010 by the Kosovo Constitutional Court gave this his resignation. Sejdiu was sentenced because he should have been active at the same time both as President of Kosovo, as well as chairman of his party. Then, the LDK withdrew from the government alliance with the PDK, Hashim Thaçi and the government was dissolved by a destructive confidence vote. Starting position

Of the 120 seats in the Kosovo Parliament 20 seats are secured before the election for the minority groups through a so-called "positive discrimination". Electioneering

  • Hashim Thaçi promised a salary increase for teachers and an easing of visa regulations of the EU.

First election results

On December 13, the Election Commission announced in Pristina, Hashim Thaci and his PDK won 36 percent of the vote and the election thus have clearly won. In 24 percent came the LDK, followed by the former student movement Vetëvendosje! (12 percent), AAK (11 percent) and AKR ( seven percent). The other parties failed to cross the five-percent hurdle.

Although the elections were generally considered fair, some parties referred to the elections in the Drenica region, traditionally a stronghold of the PDK of Prime Minister Hashim Thaci, as manipulated and falsified.

Redials

Final result

The clear winner of the election was the PDK with almost a third of the votes. The LDK by Isa Mustafa follows with almost a quarter. Surprising was the high number of votes for the Vetëvendosje! of Albin Kurti, his party won about 12 percent, even though they had participated for the first time in the election. Big loser was the LDD; they lost all their previous ten seats.

Government formation

The PDK needed at least two or three partners to form a government. As a possible coalition member, she joined vehemently Vetëvendosje! from. The former coalition partner LDK completed its part of an alliance with Thaci's party. Accordingly, the AAK, AKR and the minority parties were viewed as future partners in government. Not legitimate election Pacolli

On March 30, 2011 - approximately one month tenure - joined Mr. Pacolli back from the seat of the President. Mr. Pacolli was later appointed by Prime Minister Thaçi to his other deputy.

Others

The Serbian government had not explicitly called, unlike the previous elections for a boycott. Nevertheless, the Serbs remained almost completely away in the north of Kosovo vote. The turnout among the Serbian minority in the south of Kosovo, however, was nearly equivalent to that of the Albanians. In contrast to the almost exclusively inhabited by Serbs north of the Serbs living in the south in enclaves, and therefore have a higher incentive to cooperate with the political institutions of Kosovo.
