Osceola is located on the west bank of the Mississippi River and is adjacent to Blytheville one of two administrative seats of Mississippi County in the northeast of the U.S. state of Arkansas with 8875 inhabitants.

History
Osceola was founded in 1837 as Plum Point and was the original the county seat. Since the year 1901, Osceola shares this function with Blytheville. The place is home to a neoclassical courthouse, adjacent to the Hale Avenue Historic District. The Mississippi Conty Historical Center is set up in a building built in 1904, which had once served as a department store.
