Paymaster General

The Paymaster General ( Paymaster General ) shall provide an office with ministerial rank in the British government.

Mission and history

He is responsible for the Office of the Paymaster General (Office of HM Paymaster General (OPG ) ), holding the power of attorney over the accounts of the Government and other relevant public bodies at the Bank of England. The consolidated fund of the government is divided by him to the accounts of individual ministries and bodies. The Office of the General Paymaster operates next to some other account and transaction services of the government, such as the check and credit transactions as well as other methods such as the Bankers' Automated Clearing Services ( BACS ) and Clearing House Automated Payment System ( CHAPS ) in the electronic processing system.

If the Office of the Paymaster General by a minister at the Treasury (HM Treasury) is applied, this takes within the Treasury after the Chancellor of the Exchequer and the Chief Secretary of the Treasury a third. Subordinated are the financial, economic, Treasury and Trade Secretary of the Treasury.

The Office was established in 1836 after the merger of the paymaster of the army, the Treasurer of the Navy, the number and Treasurer of the Royal Hospital Chelsea and the treasurer of the supply system. Between 1848 and 1868 the office was connected with that of the Vice- President of the Board of Trade.

The Paymaster General with the longest tenure was Dawn Primarolo 1999-2007. Present Paymaster General Francis Maude is, who is also Minister for Cabinet Affairs.

The Office of HM Paymaster General was in April 2008, part of the newly established Government Banking Service, which in turn belongs to the HM Revenue & Customs ( HMRC ).
