The city in its present form began in 1941 as the Companhia Siderúrgica Nacional (CSN) decided to make Volta Redonda to Stahlproduktionsort. The increased during the Second World War demand for steel was this motivation. The city was developed at this time mainly on the drawing board. The place was one of 1940 only about 3,000 inhabitants; In 1970, there were already around 125,000.

But since the privatization of the CSN in 1993, steel production declined in importance and diversification began. Trade and services play a greater role nowadays.
