Turkmen also form a high percentage of the population. Besides live in the provincial capital, some being moved Arabs. There are also large communities of Afghan refugees, in many cases no longer refugees, but locals should be mentioned. Afghan refugees originate up to 90% in the provinces of Herat, Farah or or Nimrus. These are persischsprachig, from the ethnic group of the Persians and familiar with the culture in Khorasan.

Even before the political boundary between Iran and Afghanistan, the Persian -born population had entertained from the provinces of Herat and Farah in Afghanistan throughout the Iranian province of Khorasan kinship, ethnic- religious or economic ties with the Iranian province of Khorasan. Today, these relationships from Iranian point of view are not drawn into the focus of the status quo of politics or the entire population of Iran, because you mistakenly considers all people of Afghanistan as Afghans, what is wrong, because Afghans are in and of themselves Pashtuns. Especially in the language can be seen that the Persians from the western Afghanistan (Herat and Farah ) and from eastern Iran use the same terminology. This is indicated by Iranian writers, among others, Mahmoud Dowlatabadi.
