United Nations Security Council Resolution 1747

The Council Resolution 1747 of the UN Security Council is a resolution on the Iranian nuclear program, adopted unanimously on 24 March 2007 its 5647th meeting of the United Nations Security Council. The resolution was introduced by France, Germany and the United Kingdom.

The resolution is a resolution under Chapter VII of the UN Charter, which means that compliance can be enforced by all Member States of the United Nations by coercive measures. It is a legally binding document. However, the Security Council acted under Article 41 of the Charter and therefore military measures under Resolution excluded.

The Security Council based its decision on the statements of its President of 29 March 2006 ( document S/PRST/2006/15 ), as well as to Resolutions 1696 (2006 ) of 31 July 2006 and 1737 ( 2006) of 23 December in 2006 and confirmed the fact made ​​decisions, as well as his commitment in favor of the NPT and the duty of all signatory states to fulfill this, but also the right under Articles I and II of this Treaty, without limitation research, development and production in the field of nuclear energy to operate for peaceful purposes.

The Panel noted its concern that Iran following the report of the Director of the International Atomic Energy Agency (IAEA ) of 22 February 2007 ( document GOV/2007/8 ) has not fulfilled its obligations to comply with resolutions 1696 and 1737.

The resolution stresses the need to take the quarrel with Iran political and diplomatic efforts to bring about a negotiated solution and welcomes the initiatives in this area of China, France, Germany, the United Kingdom, the United States and the High Representative for the Common Foreign and must ensure security policy of the European Union and that such a solution is that the Iranian nuclear program is exclusively for peaceful uses of nuclear energy.

The Security Council took into account in making its decision, the resolution of the IAEA (document GOV/2006/14 ) after which would resolve the issue with the Iranian nuclear program to the non-proliferation of nuclear weapons also contribute elsewhere and also serves to keep the Middle East free of weapons of mass destruction.

The Security Council expressed explicitly, to be determined to bring Iran to comply with its resolutions of 1696 and 1737 and the decisions of the IAEA and as long as Iran's ability to restrict development on nuclear weapons and the technical field until Iran complies with these decisions.

Aftermath

Implementation in European law

On the basis of Resolution 1747 of the Common Position was adopted Council 2007/140/CFSP of 27 February 2007 concerning restrictive measures against Iran.

Building on this common position and the resolution 1747, the Council adopted Council Regulation (EC ) No 423/2007 of 19 April 2007 concerning restrictive measures against Iran ( the so-called Iran - VO).
