United Nations Security Council Resolution 384

Resolution 384 of the UN Security Council is a resolution that djer of the United Nations Security Council on 18 December 1975 at its 1869th meeting adopted unanimously. They dealt with the situation in East Timor. The Security Council called on Indonesia to its armed forces, which began on 7 December with an open invasion to withdraw from East Timor and Portugal reminded of his duties as a former colonial power.

Background

Due to the Carnation Revolution in Portugal in 1974 Portugal's colonies were prepared for independence. While the African possessions had all been released until November 11, 1975 in Independence, there were huge difficulties in Portuguese Timor. In August there had been fighting between the two parties UDT and FRETILIN, which is why the Portuguese governor left the capital Dili. During the same period the neighboring Indonesia began unofficially to occupy the border regions. The out of the power struggle emerged victorious FRETILIN called due to the Indonesian threat on 28 November unilaterally the independence of the Democratic Republic of East Timor, in order to obtain international support, but on 7 December, Indonesia began to open with a large-scale military invasion.

The resolution

The UN Security Council confirmed in the present resolution to the letter of the Portuguese representatives ( S/11899 ) and the opinions of the representatives of Portugal, Indonesia and East Timor.

The Council confirmed the inalienable right of the people of East Timor to self-determination and independence, in accordance with the Charter of the United Nations and the Declaration on the Granting of Independence for the colonized countries and peoples in the resolution of the UN General Assembly 1514 ( XV ) of 14 December 1960. Among other things, the Resolution 3485 of the General Assembly on December 12, 1975 by the Special Committee with respect to the statement urged the sending of a mission to East Timor to investigate the situation.

The Council expressed its concern about the deteriorating situation in East Timor and regretted that the Government of Portugal has not fully complied with its responsibilities as administrative power of the territory, in accordance with Chapter XI of the Charter.

The Council called on all States to respect the territorial integrity of East Timor and the inalienable right of its people to self- determination in accordance with General Assembly resolution 1514 ( XV). The Government of Indonesia has been asked to withdraw their forces immediately from the territory. The Portuguese government has been asked to work as an administrative power fully with the United Nations to enable the people of East Timor to exercise their right to self-determination.

The Secretary-General was called immediately to send a special envoy to East Timor in order to get a picture of the situation on the ground and make contact with all parties in the Territory and all States concerned to secure the enforcement of this resolution.

On April 22, 1976, the UN Security Council adopted Resolution 389, was prompted with the Indonesia again to withdraw. Indonesia withdrew from East Timor is not back, but annexed the country on 17 July 1976 as its 27th province while East Timor was officially internationally as a Portuguese territory. Through the guerrilla war and its consequences 183,000 people died. After a referendum on independence and a last wave of violence in 1999, the task force INTERFET appointed by the Security Council and asked East Timor until his dismissal in the independence in 2002 under UN administration.
