Victorin Lurel
Victorin Lurel ( born August 20, 1951 in Vieux- Habitants, Guadeloupe ) is a French politician of the Parti Socialiste ( PS), since 2004 President of the Regional Council of Guadeloupe and since May 16, 2012 Minister for Overseas Territories in the cabinet of Prime Minister Jean- Marc Ayrault.
Life
Studies and local politicians
Lurel, son of a poor agricultural worker family with thirteen children studied, according to a commercial college ( bac d' économie ) in Guadeloupe economics at the University Panthéon- Assas and graduated with a Diplôme d' études approfondies (DEA ) from. He then completed a postgraduate course in political science at Sciences Po, the prestigious Institut d' études politiques de Paris. On his return he joined in 1981 the civil administration of Guadeloupe, where he was director of the Department of Agriculture.
He began his political career in local politics and was elected as representative of the Socialist Party as a member of the municipal council of his native city of Vieux- Habitants in March 1989 and belonged to this by March 2001. At the same time he was from March to December first time in 1992 a member of the Regional Council of Guadeloupe region and also to March 2001 Member of the General Council of the department of Guadeloupe, where he represented the canton of Vieux- Habitants. Between March 1998 and October 2002, he was also again a member of the Regional Council of Guadeloupe region and at the same time Vice President of the General Council of the department of Guadeloupe. In March 2001 he became mayor of Vieux- Habitants and held this office for four years until April 2005.
Member of Parliament and Minister of Overseas
On 19 June 2002, he was chosen for the Parti Socialiste to the deputies of the National Assembly and represents in this since the constituency Guadeloupe IV His mandate has been suspended since his appointment as Minister.
On 29 March 2004 Lurel was the successor of Lucette Michaux - Chevry President of the Regional Council of Guadeloupe. Already in the first round, he was at 44.3 percent of the vote against the incumbent Michaux - Chevry of the Union pour un mouvement populaire (UMP ), which received 38.6 percent. In the second round, the PS won 58.4 percent of the vote and was able to achieve 29 of the 41 seats in the Regional Council, while the UMP received only 41.6 percent and 12 seats. On April 2, 2004, he joined the Office of the Regional President officially on 2 April 2004. He has held the post after his re-election on 15 March 2010 since then.
Victorin Lurel was appointed after the election of François Hollande as President and the appointment of Jean -Marc Ayrault as prime minister of this on 16 May 2012 Minister for Overseas Territories in the Cabinet. As Overseas Minister he wants to focus in particular on social issues such as the excessive development of the cost of living and poverty in these areas. Furthermore, he sees his focus in the solution of agricultural problems in Martinique and in the fight against illegal immigration to Mayotte.
