Reina Mercedes (Filipino: Bayan ng Reina Mercedes) is a Philippine municipality in the province of Isabela, Administrative Region II, Cagayan Valley. It has 23 497 inhabitants ( census May 1, 2010 ) living in 20 barangays. It is classified as the fourth income class municipality in the Philippines and as a partially urbanized.

Reina Mercedes is located in the center of the province. It lies at the foot of the mountain massif of the Cordillera Central in the west and the Sierra Madre in the east, in the valley of the Cagayan River. It is located 379 kilometers north of Manila and is accessible via the Marhalika Highway. The nearest airport is in Cauayan City, this is sometimes served by the airline Cebu Pacific four a week.
