According to the census of 2000, there were 13,247 people in the county. There were 4,304 households and 3,245 families. The population density was 2 people per square kilometer. The racial the population was composed of 35.43 % White, 0.08 % African American, 61.80 % Native American, 0.07 % Asian, 0.05% Pacific Islander residents from the and 0.18 % from other races groups; 2.39% were descended from two or more races. 1.20% of the population were Hispanic or Latino of any race.
