Teofisto Guingona, Jr.

Teofisto "Tito" Guingona Tayko, Jr. ( born July 4, 1928 in San Juan, Rizal Province) is a Filipino politician and former Vice President.

Biography

After attending school in Lanao, Agusan and Misamis Oriental, he studied at the Ateneo de Manila University and later was at this university professor of law, political science and history.

In addition, he was Chairman of the Audit Commission (Commission on Audit ) and the Advisory Council for Labour Management for Mindanao. In addition, he was at times Governor of the Development Bank of the Philippines (DBP ), director of the development authority for Mindanao and president of the Philippine Chamber of Commerce. In 1971 he was a delegate of the Constitutional Convention ( Constitutional Convention ).

In 1987 he was first elected to the Senate and was this after his reelection in 1992 until 1995. During this time, first was between 1987 and 1990 chairman of the influential Committee on public accountability, the so-called Blue Ribbon Committee, which deals with the investigation of bribery and corruption in the government .. Then Guingona was 1990-1991 Majority Leader ( Majority Leader ) in the Senate, as well as between 1993 and 1995 Senate President Pro tempore.

Then President Fidel Ramos appointed him to the Executive Secretary in his cabinet, and later Minister of Justice. As such, he was also Chairman of the Presidential Anti- Crime Commission and Acting Chairman of the Panel on dangerous drugs.

In 1998 he was again elected Senator and was this time until 2001, Minority Leader ( Minority Leader ).

Guingona was sworn in after his retirement from the Senate on 9 February 2001 as vice president and assumed the succession of Gloria Macapagal- Arroyo, the President has just been. President Arroyo appointed him at the same time as Foreign Minister. After a dispute with the president because of his attitude to the presence of the United States Army in the Philippines, he joined on 2 July 2002 returned as Foreign Minister and was later replaced a few weeks by the former senator Blas Ople.

After the presidential elections on 10 May 2004 Noli de Castro succeeded him as Vice President of the Philippines. Guingona then served until July 2005 as Ambassador to the People's Republic of China.
