As the Federation Council (also: Soviet Federation, Russian Совет Федерации ) the upper house of the two chambers of parliament of Russia is called. The Federation serves as a representation of the member states. It represents the 83 subjects of the Russian Federation. The regional executive and legislative each send a representative.

In contrast to the second chamber of parliament ( State Duma ) of the Federation can not be dissolved by the President.

Tasks

The Federation Council participates in the legislation by either forwards to the President for signature or those he rejects adopted by the Duma legislation to the Duma.

In addition, it has the Russian constitution the following tasks:

  • Approving changes in borders between subjects of the Russian Federation;
  • Consent to a decree of the President of the Russian Federation on the introduction of martial law or state of emergency;
  • Impeachment proceedings against the President of the Russian Federation at the request of the State Duma ( the decision is a two-thirds majority of the House required);
  • Appointment of judges of the Constitutional Court, Supreme Court and the Supreme Arbitration Court of the Russian Federation (at the recommendation of the President );
  • Appointment and dismissal of the Prosecutor General of the Russian Federation ( also proposed by the president );
  • Appointment and dismissal of the deputy chairman of the Court and the half of his examiners.
