Harvey Parnell

Harvey Parnell ( born February 28, 1880 in the Cleveland County, Arkansas; † January 16, 1936 in Little Rock, Arkansas ) was an American politician and 1928-1933 Governor of Arkansas.

Early years and political rise

Harvey Parnell graduated from Warren High School. He then worked as a clerk in a hardware store and as an accountant for a company that he himself acquired in 1902, but sold again soon. Then he bought in Chicot County land and built a farm on. Parnell was a member of the Democratic Party and was elected in 1919 in the state parliament of Arkansas. There he remained until 1921. Between 1923 and 1925 he was in the state Senate this federal state. In 1926 he was elected Vice- Governor (Lieutenant Governor ) of Arkansas. After the sitting governor John Martineau beginning in March 1928 resigned from his post to take up a judgeship, Parnell moved to the new governor.

Governor of Arkansas

Harvey Parnell finished the first term begun by Martineau and was subsequently re-elected twice, so he remained until January 10, 1933 in his office. In his time the Henderson State Teacher College was established in Arkadelphia, a training center for the teaching staff. In addition, he promoted education by increasing the corresponding budgets. At that time the tobacco tax has been introduced. Also for the expansion of the road network more money was provided. At that time a Trade and Industry Ministry was created. His tenure was overshadowed by the effects of the Great Depression as a result of the New York stock market crash of October 1929. As everywhere in the U.S. and the Western world, it came in the early 1930s in Arkansas to an increase in unemployment and banking crises and thus to the dissatisfaction of the population. The crisis reached its peak around 1932/1933. Parnell and his government were just as powerless against the crisis as most governors in the other U.S. states those years. A turning point came when introduced under President Franklin D. Roosevelt 's New Deal policies.

After the end of his tenure, Parnell first moved back to his farm. Later he worked as part of the economic reconstruction of the Reconstruction Finance Corporation. Harvey Parnell died in January 1936. He was married to Mable Winston, with whom he had two children.
