João de Deus Pinheiro

João de Deus Pinheiro ( born July 11, 1945 in Lisbon ) is a Portuguese politician ( PSD).

Study and career

Deus Pinheiro graduated chemical engineering and his doctorate in 1976 for Doctor of Philosophy in Chemical Engineering at the University of Birmingham. Then his vocation was as an associate and Deputy Professor of Engineering at the University of Minho. Since 1979 he has there a Department of Engineering Sciences. In addition, he was from 1980 to 1981 director of the School of Engineering as well as 1981-1982 and 1983-1984 Vice- Rector of the University of Minho. Furthermore, Professor Pinheiro was 1981-1982 Vice President of the National Council for Scientific Research and Technology. In 1985, he was finally Rector of the University of Minho.

1993 awarded him the University of Birmingham and a doctorate honoris causa in engineering.

From 2000 to 2005 he was director of the Portuguese energy holding company GALP Energia.

Political career

Secretary of State and Minister

Deus Pinheiro began his political career in 1982 with his appointment as Secretary of State in the Ministry of Education with special responsibility for the school administration in the Cabinet of Francisco Pinto Balsemão. This office he held until June 9, 1983.

In 1985 he was appointed by Prime Minister Mário Soares first to Minister of Education. Under his successor, Aníbal Cavaco Silva, he was then from 6 November 1985, initially until 17 August 1987 Minister of Education and Culture.

Then he was foreign minister until 1992. During his tenure in 1986, the accession of Portugal to the European Communities. On 7 July 1991 he was one of the signatories to the Brioni Agreement, which ended the burgeoning war in Slovenia. In the function of the Foreign Minister, he was also in the first half of 1992, President of the Council of the European Union and thus the first Portuguese in this office.

Member of the European Commission

1993 to 1999 he was a member of the EU Commission under the then Commission President Jacques Delors and Jacques Santer. During this time he was the European Commissioner for Africa, countries of the Caribbean and the Pacific ( ACP) countries, South Africa and the Lomé Convention. The EU Commission met in March 1999 to draw conclusions, were collected after several EU Commissioners as well as against Deus Pinheiro even allegations of nepotism and preferential treatment of family members.

Member of the European Parliament

Deus Pinheiro was elected in 2004 for the Partido Social Democrata (PSD ) as a member of the European Parliament. He is vice president of the Group of the European People's Parties and European Democrats ( EPP - ED). He is also a member of the Foreign Affairs and substitute member of the Committee on Industry, Research and Energy of the European Parliament.
