The state of Alaska is in contrast to the other Federal States (except Louisiana) not divided into counties. The corresponding administrative units called boroughs in Alaska. Areas that the 18 "organized" boroughs are not associated with, are part of the Unorganized Borough which is divided into so-called Census Areas. The difference is that the boundaries of Census Areas from the United States Census Bureau, not by the state of Alaska are set. A Census Area has no own governing bodies and therefore no capital. The city of Anchorage constitutes an independent administrative unit
