From 1889 to 1893 he was a member of the House of Representatives from Pennsylvania and, in 1895 he was elected to the State Senate. In the congressional elections of 1904, he was elected as a delegate of its territory in the U.S. House of Representatives. There he took over from the March 4, 1905 Bernard Shandon Rodey, against whom he had prevailed in the primaries of his party. After he was re-elected in 1906, 1908 and 1910 respectively, he could implement his mandate in Congress until January 7, 1912.
