The district Otterskirchen was already around the year 800 and is first mentioned in 1165. The castle in the district Rathsmannsdorf probably dates from the 10th century. Mid-13th century the place to market has been charged.

The market had extensive rights over the bishopric (Lower court etc. ) and belonged to the Imperial Diet of 1803 to the Bishopric of Passau. He was one of the few parts of the high pin which fell in 1803 to Bavaria. In the course of administrative reform in Bavaria emerged with the community of 1818 the municipalities Rathsmannsdorf, Otterskirchen and Windorf.

In Windorf flourished in the 19th century, shipbuilding (the " Schopperei ") by here by eight Schopper Masters with 130 Schopper servants no less than 14 different species have been produced by ships, including those on the Danube widespread Waidzille. Apart from Germany came the orders, especially from Austria, Hungary and Slovenia. The Bruck barges for ship bridges of Pressburg and Komárom came up in the 1890s from Windorf. Only at the beginning of the 1950s turned the last Windorfer Schopper Master his work.

Until 1972 the market was part of the district Vilshofen and came up with the division of the district Vilshofen to the district of Passau. On 1 May 1978 parts of the territory were added to the dissolved municipality Albers village.
