Kiev was the second time after 2009, hosts the event. In the year 2012 Anastasiya Petryk had won with Nebo ( German " sky " ), but in contrast to the adult competition was no reason for the discharge. The Ukraine had to apply together with other states to host. Nevertheless, this was the second time after 2011 that the competition was held in the country last year's winner. As early as 2012 was attended by only 12 countries, which again meant a negative record.

For a long time was not sure if the competition can take place at all, as far less than twelve countries had originally registered. The EBU postponed the deadline several times and saw no other way except direct talks with former participants. This could Macedonia Malta and entice them back.

These were joined by Azerbaijan and Moldova, who wanted to cancel first, but then wanted to continue to participate. Last you could enable the first participation, which may nominate not only residents of San Marino, but also Italian artist by way of derogation San Marino. Thus they came at last becoming to twelve participants.

This year the Junior Euro Vision Song Contest made some rule changes for the introduction of the second decade. Songs should be 3:00 minutes long from now on, before was 2:45 minutes, the maximum length.

In addition, the starting order was no longer determined by the producers, but drawn by the participants on the Monday before the show itself.

Added to this was the innovation that the points announcer in the hall stood on the stage and not in a studio of the respective transmitter. This has been changed due to the high cost of twelve satellite links.
