Marcelino Oreja, 1st Marquis of Oreja

Marcelino Oreja Aguirre ( born February 13, 1935) is a Spanish politician.

In Madrid, studied law, he was a diplomat in 1960 and staff of the Spanish Foreign Minister and the Speaker from 1962 to 1970. In 1962 he was a member of the Council of Professors of Diplomatic Academy and in 1968 the deputy director.

In 1970, he was Director of International Relations of the State Bank of Spain. Then he was in 1974 Undersecretary of State at the information and tourism minister and in 1975 with the Secretary of State until he was Foreign Minister from 1976 to 1980. Appointed in 1977 King Juan Carlos I as senator. Deputy of the province of Guipuzcoa, he was in 1979. Representatives ( with the rank of Minister ) of the Central Government with the Government of the Autonomous Community of the Basque Country it was 1980. 1982 he became a deputy of the province of Álava.

1984 to 1989 he was Secretary General of the Council of Europe and Member of the European Parliament, Vice- Chairman of the EPP Group and Chairman of the Committee on Institutional Affairs. 1991, Chairman of the Advisory Panel on Bioethics Commission.

In 1992, he had to draw up the order by the Institutional Committee of the Parliament a draft European Constitution, which was submitted to the Commission in April 1993.
