The Congregation was founded by Pope Sixtus V. as Congregation per consultationibus episcoporum et regularium on May 21, 1556 and confirmed in the Constitution Immensa on January 21, 1588. With the coming of June 28, 1908 Constitution Sapienti consilio Pope Pius X divided the congregation into the Congregation for Bishops and the Congregation for Religious, the. After Pope Paul VI. the name gave her with the Apostolic Constitution Regimini Ecclesiae Universae on August 15, 1967 the Congregation for Religious and Secular Institutes, she received on 28 June 1988 by Pope John Paul II with the Constitution Pastor Bonus, its current name.

The responsibilities of the Congregation include all approved institutes of apostolic and consecrated life. Its members are collectively known as religious - hence the earlier name for Religious. Ecclesiastical institutions or religious communities episcopal law are, however, directly by the bishop ( or its principal or agent appointed diocesan level ) controls, in whose diocese they operate or were established; they are subject to the Congregation only indirectly, insofar as these general rules may be adopted on religious life or other forms of consecrated life, to which the Bishop is bound.

The institutes and societies of pontifical right are obliged to submit annual reports to the Roman religious congregation. Significant economic transactions and the establishment, amalgamation or dissolution of these associations can be made only with the approval of the Congregation.
