Nevertheless expressed with Annecy, Grenoble, Nice and Pelvoux four cities their interest to host the Olympic Winter Games 2018. On 24 September 2008, the CNOSF announced an official application. Munich, Germany

Plans for Munich's bid to host the Olympic Winter Games concretized in 2005. A feasibility study confirmed the competitiveness of the application. The German Olympic Sports Confederation (DOSB ) chose 8 December 2007 unanimously for Munich's bid. The candidacy sat under the slogan The friendly games on a 2- cluster approach with the Eiswettbewerben in the city and the snow competitions in Garmisch -Partenkirchen. With the combined skating rink in Koenigssee for bobsleigh, luge and skeleton competitions, the concept was completed. Through the re-use of sports venues in the 1972 Summer Olympics and climate-neutral concepts new ecological standards should be set. Thus, for example, in an experiment conducted particularly in terms of sustainability architectural competition for the Olympic Village, the goal of the plus energy standards for newly constructed buildings defined.

The Nordic events were originally held in Oberammergau. However, farmers feared irreparable damage to their fields and refused to provide the land required for temporary facilities. Then had to be changed in the summer of 2010, the planning; the venues were then planned on the site of a state stud at Ohlstadt. Environmentalists feared that slash-and- leveling work would cause up to 12 m wide runs the facility irreparable damage.

In Garmisch -Partenkirchen was formed in December 2010 resistance by 59 farmers do not want to make available for the games absolutely needed land. According to surveys in January 2011 nationwide were 75 % of the population behind the application. If no agreement has been reached because of the land required, a slight change in the planned Kandahar route was planned. An internal survey of the IOC Evaluation Commission revealed in March 2011 an award of 61% of the population.

8 May 2011 nearly 21,000 inhabitants of the town of Garmisch -Partenkirchen were called to speak out in two public decisions for or against a joint application with Munich. Not to put the proposal to support the Winter Games or the conduct of the event in future in question, received 58 % support. The proposal two with the formulation to review the contracts agreed with the IOC immediately legality, failed with 49%. The additional question was asked stitch therefore irrelevant.

The Free State of Bavaria wanted to participate with 200 million euros direct grants, in addition, he wanted to give more guarantees. The commitment of the State to take losses in the budget to one-third, was last reported at cost up to 1.3 billion euros. After the party Alliance 90/The Greens had chosen at their party in 2010 against the project, Claudia Roth withdrew from the Organization Board of Trustees. By September 2010 was Willy Bogner junior, head of the Campaign for Munich. Due to a disease he then resigned from this office. CEO Bernhard Schwank was since then.

Pyeongchang, South Korea

After the applications were Pyeongchang for the 2010 Winter Games and 2014 only narrowly missed, announced Kim Jin -sun, governor of Gangwon Province, in September 2007, they wanted to make a third time the vote. Plans are still " Olympic Games of short distances" so that all venues can be reached within an hour of Pyeongchang from. Many of the venues are already completed. The application is based on the experience from the previous nominations, and a broad acceptance in the population ( 87.7 % of all South Koreans and 77.3 % of the inhabitants of the province). The city declared its application officially in January 2009.

Due to disagreements with sponsorship contracts, the organizing committee was booked in November 2010 by the IOC Ethics Commission.

Review by the IOC

A comprehensive technical review of the applications found with an existing seven participants (including four members of the IOC ) Evaluation Commission, headed by IOC member Gunilla Lindberg of Sweden. The body of another four technical consultants in the areas of environment, transport, finance and infrastructure was supported. An analysis of the evaluation documents was conducted in February and March 2011 in the cities and the report published on 10 May 2011 by the IOC in Lausanne.

The report assessed the environmental concept, the existing infrastructure and experience with sports events as strengths of the German proposal. By the Commission, however, was critically noted that the sustainability and the benefits of the concept in the population were not properly communicated.

The opposition movement has been clearly addressed in the report and pointed out that the support among the population in Pyeongchang is very large. In addition, the report attested to the South Koreans in a very compact sports complex concept with short travel times and an award to the already twice failed candidate would open up new the very important market in Asia.

Most criticisms have been listed in the French application. In the surroundings of the Annecy consent among the population is poorest and the concept of widely distributed in the region sports venues was assessed negatively in the report. Nevertheless, the Commission certified all three candidates to successfully host the Winter Games.

Award

The International Olympic Committee (IOC ) opened on 31 July 2009 the application phase. View all 203 National Olympic Committees were invited to submit a bid.
