The seat of the City Council is located in the city of Bendigo in the middle of the LGA.

The Shire consists of the city, to Ballarat the second-largest city not situated on the coast of Victoria, with more than 80,000 inhabitants, and some surrounding villages. The water supply of the region ensures the south-east of Bendigo at Heathcote located Lake Eppalock, which is fed from the Campaspe River.
