The seat of the City Council is located in the city of Bendigo in the middle of the LGA.

The Shire consists of the city, to Ballarat the second-largest city not situated on the coast of Victoria, with more than 80,000 inhabitants, and some surrounding villages. The water supply of the region ensures the south-east of Bendigo at Heathcote located Lake Eppalock, which is fed from the Campaspe River. For several years, the tourist use of the lake is limited due to the ongoing drought.
