Whitehorse is located 14 to 24 kilometers east of the center of Melbourne and includes 16 neighborhoods: Blackburn, Blackburn North, Blackburn South, Box Hill, Box Hill North, Box Hill South, Burwood, Burwood East, Forest Hill, Mitcham, Mont Albert, Mont Albert North, Nunawading, Vermont, Vermont South and parts of Surrey Hills. The seat of the City Council is located in Nunawading in the north of the LGA.

Whitehorse is primarily a residential area with over 350 parks and green spaces. There are also predominantly retail in the area.

The famous bank robber Ronnie Biggs was in the 1970s some time in Blackburn North district, submerged, before he fled to Brazil.

Michael Balzary, better known as " Flea" of the Red Hot Chili Peppers, was born in Burwood district. In Whitehorse are the Global Television studios in which the internationally famous soap opera Neighbours is rotated.

Management

The Whitehorse City Council has ten members who are elected by the residents of the five Wards (two per Councillor per Ward). These five districts ( Elgar, Riversdale, Central, Springfield and Morack ) are set independently of the districts. From the circle of Councillor also the Mayor ( Mayor ) of the Council recruited.
