House of Lords Appointments Commission

The House of Lords Appointments Commission is a non -partisan, statutory, independent body in the UK. The Commission has three tasks:

  • To recommend persons for appointment as a life peer, regardless of the political parties.
  • To judge all persons whose inclusion has been proposed in the House of Lords, even if this was done by a political party.
  • To judge people that have been proposed for their political work for a title of honor, as well as all those who were taken very late in the list.

The Commission was established in May 2000 as part of the House of Lords reform. The Commission will make the process of appointment of new members of the House of Lords generally better understood and comprehensible.

Members of the Commission

The Commission has non-party members as well as members representing the House of Lords and the three major parties represented there.

  • Dr John Low CBE, non- party member bound
  • Professor Dame Joan Higgins DBE, non- party member bound
  • The Rt Hon The Lord Howard of Lympne CH QC, member proposed by the Conservative Party
  • The Lord Hart of Chilton, member proposed by the Labour Party
  • The Baroness Scott of Needham Market, member proposed by the Liberal Democrats.

"People's peers"

The Commission may make proposals for the appointment of life peers, plus it has given itself the following criteria to assess the candidate:

  • Proven success in their lives
  • The ability to make a measurable contribution to the work of the House of Lords
  • The ability to provide time for work in the House of Lords
  • A basic understanding of the Constitution and the role of the House of Lords
  • Integrity and independence
  • Untadliges a life in the public
  • Independence from any political party

The Commission has presented since its inception fifteen times proposal lists a total of 59 people. All nominees proposed for the dignity of life peers. The fact that the proposed persons belonging to neither the nobility nor the political parties, has British media this causes them ( German about: Volksadlige ) People's peers to call. This designation is, however, formally in any way. The creation of the Commission should only serve to make the process of appointing public, stop the proposer to greater responsibility and make the members of the House of Lords to better representatives of allgemeinden population, said Prime Minister Tony Blair. However, the list did not come up to these standards in the criticism in the first release in 2001. In March 2006, the Commission's objections against proposals to Tony Blair Cash for peerages scandal led as it was alleged that the persons proposed would have made more money donations to the Labour Party and were therefore added to the list.
