Regional county municipality

As a regional county municipality (French municipalité régional du comté, MRC) is in the Canadian province of Quebec refers to a community association, which performs various inter-communal tasks for the subordinate communities. The MRC was created in 1979 and replaced the former counties ( Comtés ). After several mergers and Gebietsneueinteilungen in 2005 in Quebec, there are currently 87 MRC.

Features

Twelve cities and urban areas are not part of a regional municipality, but perform their duties independently of (partly as a metropolitan region ). The same also applies to all First Nations communities in Indian reservations, six communities in the Southern Administrative Region of Côte- Nord, all municipalities in the district of Basse -Côte -Nord and the parish of Notre- Dame-des- Anges, an enclave in the city of Québec.

The areas that are not part of a regional community are treated for statistical purposes, either as part of a regional municipality or be summarized in a " territorial equivalent of a MRC " ( territoires Equivalents à une MRC). Thus, the entire territory of Quebec is divided into regional municipalities or equivalents.

Administrative tasks and

The Council of a regional county municipality is composed of the mayors of the member communities and a prefect. The prefect is usually chosen by the Council and from among the Council members in a secret ballot. However, it can also reach the general election law shall apply. The term of office of the prefect is two years in an election by the Council, otherwise four years.

An MRC performs the following tasks:

  • Control of land use through the creation of a land use plan and its revision every five years
  • Develop a plan for waste management, fire protection and public safety (police )
  • Enforcement of the zoning
  • Creation and enforcement of planning regulations in unincorporated areas
  • Monitoring of waters in their territory, particularly in agricultural areas
  • Preparation of property assessments in the communities
  • Creation and funding of a local development center to promote regional economic
