The 1983/84 season the league Wysschaja was the 38th season of the highest Soviet Hockey League. The Soviet league title secured for a total of 27 times CSKA Moscow, while Sibir Novosibirsk relegation to the second division.

The twelve teams in the league Wysschaja first played in a common main round four times against any opponent, bringing the total number of games per team was 44. The point- best team became champion, while the last placed directly relegation to the second division. For a win, each team was given two points, a draw there was a point and a defeat.
