Mode

  • The winners of the first round of the World Group play in the semifinals to reach the finals.
  • The losers of the first round of the World Group play against the winner of the World Group II first round. These winners play in the World Group in 2014 and the losers in the world group II
  • The losers of the World Group II first round played against one of the qualifying teams. These were made up of two teams of Europa-/Afrika-Zone and each with a team of Asien-/Ozeanien-Zone and the America zone. These winners play in the 2014 World Group II and the losers in the respective zone.

Germany's highest ranked player Angelique Kerber ( WTA 6) was missing due to a back injury. In addition, team manager Barbara Rittner could not nominate the players Mona Barthel ( WTA 28) due to private reasons and Andrea Petkovic ( WTA 176) due to a knee injury.

France's highest ranked player Marion Bartoli ( WTA 10) was indeed returned after nine years in the French Fed Cup team, but had to cancel because of a flu just before the draw. For them, Pauline Parmentier was re-nominated.
