Venue

The application deadline for the hosting expired on 21 June 2012. The event hall should be only six weeks before 20 May 2013.

Advertised have Stockholm (incl. Solna ) and Malmö. Gothenburg initially had also expressed interest, but the local indoor arena Scandinavium in which even the Euro Vision Song Contest 1985 took place, was in April because of the World Cup Showjumping not available.

Stockholm was considered a favorite, however, has been to serve at the same time with the Ice Hockey World Championship for Men 2013 a costly major event, and also the largest indoor arena of the city, the Ericsson Globe, will use. Instead, the new Friends Arena in Solna went into the race, which has now also hosts the finals by European Commission in 2013.

Malmö ultimately awarded the contract. The leaders praised the well-written proposals of the two candidates. The decisive factor for the event hall Malmö Arena, which can hold up to 15,500 spectators, was ultimately the local infrastructure and that the Friends Arena, which up to 35,000 spectators would have given place was regarded as large and expensive. The development in recent years with more and more arenas and out of control running costs is not tenable for the ESC and have brought no improvement in the result.

Moderation and motto

On 28 January 2013, the Swedish comedienne Petra Mede was presented as a moderator of the Euro Vision Song Contest in Malmo. It was known for some time that there should be only one moderator in 2013 instead of three, as three presenters were seen as costly and rehearse intensively. Finally, the ESC 1995 was hosted by the Irish presenter Mary Kennedy alone.

The official motto of the event was We Are One ( "We are one"). It should emphasize the equality and solidarity of all participating countries. Furthermore, the culture and the value of each country should be dealt with in alliance of all nations. The ESC anthem We Write the story was written by former ABBA members Benny Andersson and Björn Ulvaeus, and produced together with DJ Avicii.

New voting rule

After the reintroduction of the jury vote at the Euro Vision Song Contest 2009 in Moscow, the basis for point assignment was changed in 2013. Over the past four years, not all the tracks were taken into account in the 50/50 weighting of televoting and jury vote, but only the respective top ten.

In the participating countries, a ranking of all the titles participating in the show are created from the results of the televoting and jury vote. In this case, the title of the "own" country in the ranking is disregarded as before. After that, place each digit of the songs from the televoting and jury vote will be added. The sum of place numbers for a combined rating of televoting and jury order. The first ten tracks from this combined sequence obtained from the scoring from the country in the " common" 12, 10, 8, 7, 6, 5, 4, 3, 2, 1 points.
