History

Participating countries

Entitled to participate in Euro Vision Song Contest are all countries that are members of the European Broadcasting Union ( EBU) are, whose members come from Europe and non-European countries in the Mediterranean. Of the non- belonging to Europe EBU members only Israel was regularly involved.

Each EBU member has the right to participate in the Euro Vision Song Contest, but there is no obligation. This changes the number of actual participants. On the first competition in 1956 in Lugano in Switzerland, seven countries are participating with two contributions, the hosts Switzerland and the Netherlands, Belgium, the Federal Republic of Germany, France, Luxembourg and Italy. In the following years more and more countries showed more interest in the competition. Yugoslavia was EBU member since 1961 and took the only socialist country regularly at the Euro Vision Song Contest.

Since 1990, may participate with the EBU expansion to Eastern European countries. To limit the duration of the event, the EBU had initially regulates the number of participants. The last-place participants had to suspend one year, but were entitled to participate again in the following year. This rule was repeatedly modified slightly.

In 1996 it was decided that the four or five members since 2011 with the largest share of the EBU budgets for participation in the finals are set. Since the German contribution was eliminated in 1996 during an internal pre-selection jury, it was decided to allow the financially strong member countries not stay on duration of the event. This are Germany, France, the United Kingdom, Spain and since 2011, set with his return to the Song Contest, even Italy. This group of countries is referred to as the Big Five (English: The Big Five; prior to 2011 Big Four) called. This purchase of the finals is being criticized by some countries. This was reflected in particular in 2013 than it had been a reason for the retracted participation of Turkey.

Since 2004, the international competition will be held in a qualification and a final round. At the first round, all active members of the EBU may participate. 2004-2007 were the top-ranked in the semifinals in the final round together with the four seeded, defending champion ( host ) and the runners of places two to ten last year. Since 2008, two semi-finals will take place from which the ten top finishers in addition to the four, now five, seeded and host for the final round of qualifying. So it was in 2008 with the new regulation for the first time in the history of Euro Visions festival two semi-finals. Should be reduced from this relationship by sharing culturally, geographically or linguistically related countries on various semi-finals this advantages.

The Principality of Liechtenstein wanted to participate with the performer Biggi Bachmann and the song My little cowboy, but this was not approved for lack of a Liechtenstein EBU member in 1976. Founded in 2008 Liechtenstein 1 FL TV station TV has repeatedly tried since 2009, the EBU join in order to participate in the ESC can. However, the efforts failed repeatedly in the financing. The date last port failed in December 2010, when the EBU rejected the inclusion of 1 FL TV. Liechtenstein has so far next to the Vatican the only undisputed independent state in Europe, has never participated in the ESC. The Mediterranean Morocco with its participation in the competition in 1980, the only Arab country to have been involved. Have never participated in the competition, the countries of the Arab cultural sphere Algeria, Tunisia, Libya, Egypt, Jordan and Lebanon, though they are members of the European Broadcasting Union, because they refuse ( out of solidarity with the Palestinians ), along with Israel at such a competitive participate.

  • Participated
  • Competition and won
  • Participated, but not in the final, because: excreted in Eastern European preliminary decision (1993 ), excreted in qualifying round (1996 ), excreted in the semifinals ( as of 2004 )
  • Not participate because: because of last year's placement does not qualify (1994 and 1995), because the average rankings of the last 4 or 5 years does not qualify (1997-2003)
  • Not participated

Retreats from the ESC

Over time, individual countries have decided against participation in the Euro Vision Song Contest again and again, partly in protest, partly from lack of interest or because of short-term problems. 1969 Austria was the competition away in Madrid in protest against the ruling in Spain Franco dictatorship. A year later, Finland, Norway, Portugal, Sweden and Austria did not participate because they were unhappy with the situation and coordination mechanisms of last year's event, in which there were four winners. With Tunisia ( 1977) and Lebanon (2005), two other Arab countries shortly before participation, but this attracted back. In both cases, the simultaneous participation of Israel was a reason for the cancellation. The total of five times victorious Luxembourg takes since 1994 because of lack of interest is no longer in the contest. Serbia and Montenegro pulled his contribution to the Euro Vision Song Contest 2006 short back, as there had been evidence of voting irregularities in the national qualifying round. For the ESC 2009 in Moscow Georgia drew the participation back shortly after the participants Items We Do not Wanna Put In was objected to criticism of Russia's Prime Minister Putin.

The Andorran television station RTVA reported in 2011 from the EBU (European Broadcasting Union ) from, thus took Andorra at ESC 2012 will not participate. Economic reasons were given by the sender. Andorra had thus participated from 2004 to 2009 at the ESC, the best placement reached the group Anonymous, which missed the finals in 2007 only one place.

Austria took in 2006 and 2008 to 2010 not in the contest, as it was no longer satisfied with the terms and the concept of competition, however, has again participated in the competition from 2011.

Poland took neither in 2012 nor in 2013 the competition.

Since 2013 Turkey has not participated in this contest, as the country with the status of the "Big Five" and the equivalent weight of the jury and the televoting in the points classification is no longer agree.

Five times it seemed so far that does not actually intended as the winner of last year's competition country hosted the event, but instead jumped in a country other than the organizer. This was four times the UK (1960 to the Netherlands in 1963 for France, 1972 for Monaco and 1974 for Luxembourg ) and even the Netherlands (1980 for Israel).

The Euro Vision Song Contest has been held eight times in the UK and seven in Ireland. The most common venue has six events, the Irish capital, Dublin, followed by London and Luxembourg, each with four events.

On the other hand, said the award, which was awarded the winner of the competition, to 2003 Grand Prix (the last Grand Prix of the 2003 Euro Vision Song Contest). Since 2004, the term Grand Prix has disappeared entirely from the rules.

Moderators

The competition in 1956 was the first and only, in which a single man led through the evening. In the following years there were always Moderators until 1978 in Paris were the first time a man and a woman together hosts. This example was followed by Israel in 1979 From 1980 to 1987, 1993 and 1995, there were then single ladies. ; 1996-2009 a twosome of a man and a woman was, with the exception of 1999 which are used since 2010 carry two presenters and a moderator of the event. The Panel drew this before the date of publication of the songs of a year from October 1 to September 1 of the previous year. ("The 'release date' is the date before the Which songs Entered for the Euro Vision Song Contest must not have been Commercially released and / or publicly Performed, in full or in part. " )

National preliminary decisions

Each country is free, how it determines its representative for the Euro Vision Song Contest. Most often this is in the form of national preliminary rounds in which several singers compete against each other. While initially mostly a jury the participants chose, this is done increasingly by telephone consultation (English:. Televoting ) The German preliminary decision was a long time "A Song for ... " (followed by the respective city in which the Song Contest took place in that year). In 2004 and 2005 he held the title " Germany 12 Points ", in 2006 the title of " German preliminary decision to Euro Vision Song Contest 2006 ," the 2010 title Unser Star für Oslo, in 2012 the title of Unser Star für Baku and in 2013 the title of Our Song Malmo.

Intricately the pre-selection is made in Sweden, where the Melodifestivalen, a separate competition is held over several rounds. Following the same principle of Melodi Grand Prix runs called Norwegian decider. Since 1993, the winner of the Croatian song festivals DORA represents the country at the Euro Vision Song Contest. For Serbia, the winner of the festival Beovizija takes. Different forms of the preliminary decision, it was in recent years in Finland, Ireland and Poland. In Italy, often they sent the winner of the Sanremo Festival as a participant to the ESC.

However, the broadcasting stations of countries may also waive a preliminary decision and nominate an artist directly. This possibility Germany made , among other things in the years 1993 to 1995 as well as 2009 and 2011 use the Switzerland in the years 2005 to 2010.

Scoring and voting procedures

Previous Wertungsmodi

Until 1997, the scoring was exclusively determined by a jury. The first ESC with vote to published (1957 ) the following mode was used: In each country jury sat ten members, each member was able to make a point for his favorites. This mode was used from 1957 to 1961, 1967 to 1970 and in 1974.

1962 awarded the national juries three points on the best titles, two points on the second-best and third-best point to the title. This mode was created in 1963 expanded to five points for the top-ranked and following. 1964, a new mode was introduced: Each judge will evaluate each country, it creates a list. To the best titles were five points awarded to the runner-up three and the third-placed a point. If only one title to be nominated, this gets all nine points, there should be two, gets the first six and the runner-up title three points.

Since there since 1962 regularly zero points, from 1962 to 1965 as many as four per year was available and because of dissatisfaction with the rating system from 1957, which in 1969 provided for four winners in 1971, a new mode was introduced: each appoint two members who run for each song between one and five points could give, so the scores went up over 100 points for the first time.

Current voting procedure

In 1975 was the still applied and now has become a cult, general " douze points" system called introduced.

Until 1996, this was the jury of 16 persons per country - eight eight experts and music lovers lay people who also had to be from different generations and genders in order to ensure an objective result. The top ten titles were, in ascending order from 1 to 8, 10 and 12 points assessed. From 1975 to 1979, the points were read after startup sequence. From 1980 onwards, the points to increase the voltage curve, assigned in ascending order.

In 1997, Switzerland and the United Kingdom for the first time tried the televoting in Germany, Sweden, Austria, which was met with great enthusiasm by the audience. In 1998, the jury was replaced by the new rating system. Only a few countries, such as Russia and Hungary, where for technical reasons it was not possible, the televoting introduced a little later. The audience votes were transferred to the " douze points" system and awarded so.

Since the introduction of the semifinals in 2004 may in the final addition to the participants included representatives from all countries vote, who participated in the preliminary round. Thus also excreted in the semifinal participants are entitled to vote, although they are not represented in the final with a separate title.

For the own contribution Points can not be awarded from a country. The winner is the country that receives the most accumulated points at the end.

If a short-term problem that prevents the determination by telephone vote, the points will be awarded by an eight-member " stand-by - jury ." Four members of the jury must be female and four male; four must be under thirty years four older. Furthermore, it must be four competently and four music interested laymen. Such a jury awarded, for example, in 2000, the points of the Netherlands, as because of the explosion of a fireworks factory in Enschede on the day of the ESC no phone vote could take place in the Netherlands, because the Dutch television the live broadcast of the ESC broke off and was devoted to current reporting.

Since 2009, the number of points awarded by each country, determined to 50 % by televoting and 50% by a five-member jury.

Due to time constraints the promulgation of the points has been changed, that the titles are displayed with the points 1 to 7 at a time from 2006. The title with the points 8, 10 and 12 are, however, still through given by the national TV announcers. The allocation procedure could be shortened.

Since 2013, the audience vote is also possible via smartphone app. This allows coordination and provides information on current events at the Euro Vision Song Contest. Here you will be forwarded to vote directly for the SMS provider pays for its smartphones and Voting collective of the provider.

Rules on points

If two or more participants at the end have the same number of points, are more discriminating criteria to ensure a unique placement. The decisive factor is initially the number of countries from which the respective participants receive points. Can thereby create a unique ranking, the number of grants awarded to a participant, maximum ratings is considered. First, using the number of 12-point ratings, the number of 10-point ratings, and so following valued at par. Only in the event that the result is by comparing all individual ratings no difference, the countries concerned will be placed on the same rank.

This catalog of rules found so far even for the determination of the winner application, namely the ESC 1991, when the Swedish Carola ( " Fångad av en stormvind " ) had received more 10-point ratings than the same number of points Frenchwoman Amina ( " Le dernier qui a parlé " ) and was declared the winners. Back then there was the first rule ( the song wins, which has received from more countries points) not yet, it would have given them even then, if France had won. Meanwhile, this point has been introduced so that in 2004, despite a 50 points reached the contribution from Malta got a safe place in the final in 2005, while that had from Croatia through the semifinals.

Before 1975, several other scoring systems were used. For the ESC in 1969 resulted in an evaluation mode, which caused low scores per participant, to the fact that four countries (Spain, UK, Netherlands, France) were equal on points at the top and were appointed as co- winners.

Criticism of the rating system, reform discussion and revision

In the public debate frequently been noted that different cultural areas mutually beneficiary during the vote. Furthermore, the idea of a jury introduction came on.

Displeasure over perceived as unjust distributions of points is expressed since the beginning of the event, which ended only in the 43rd year for the majority telephone voting. Above all political tendencies and boycotts that have been raised, which now only occupy a minor point in the criticism.

New rules from 2008

The responsible European Broadcasting Union (European Broadcasting Union, EBU ) presented on 2 October 2007 rule changes: As of 2008, two separate semi-finals were held on their compilations, it was decided by lot. All countries were eligible to vote in the semi-finals, in which they took part. The qualified for the finals were allocated per one shipment. In the final of the nine finishers attracted an addition to the the Top Rated the back-up juries, who would not have achieved this without the final.

New rules from 2009

2009, there was far-reaching changes in the tuning in the final. After only decided the audience about the point results in previous years, was henceforth per participating country, a jury whose members should have a connection to music, equally weighted say. For the preliminary rounds the leaders still held firmly to the concept of the previous year. The European Broadcasting Union based its decision on the fact that, increasingly distinguish the results of replacement juries, which should, in the case of technical glitches ensure a smooth scoring in recent years by the official result. The NDR responsible Ralph Quibeldey also emphasized the aspect that in contrast to the majority of the TV audience judges the contributions repeatedly listened to and would be a more differentiated judgment in the situation. In public, however, the reforms were mainly interpreted as reactions to the rear placements in many western countries, particularly the financially strongest big- 5. Observers saw the attempt to suppress culturally conditioned taste differences of Eastern European and Central Asian audience targeted and accused the proponents of the new mode, blocking and non-compliance with the individual quality of the contributions. The Star titled German jurors because of their compilation as " fun - jury ." In fact, ten of the eleven east -oriented participants achieved by the mixing Voting worse placements; one was able to maintain its overall placement despite lower jury vote.

New rules from 2010

In September 2009, the European Broadcasting Union announced that tune both in the two separate semi - finals and the final juries to 50%. Moreover, it should be matched from the beginning of the first song to 15 minutes after the end of the last song.

New rules from 2012

2012, the lines were not opened again until after the presentation of the last song, because it was only used very little during the song presentations, the possibility of tuning.

New rules from 2013

In 2013, the mode of determining the overall rating of a country's public and jury vote was changed. While the two ratings have been individually converted and then added from a country in the known point scheme, the mean value is now determined from the two in order to determine the overall ranking.

Award, attribution

The the performer of the winning song award, handed over ( trophy ) is passed to the composer of the song, in whose possession it ultimately remains, as the Euro Vision Song Contest from the basic idea here is purely a composer and songwriter competition. The interpreter itself is seen in this respect from empty, it only remains of the increased level of awareness, which he can use for building their own career.

Although no contest winner, these songs were sold millions of copies worldwide and adapted by singers like Paul Anka or Dean Martin. Euro Vision Song Contest as a career start

The Euro Vision Song Contest made over the years some artists to international stars who were almost unknown until the time of their performance.

This applies particularly to the Swedish pop group ABBA, with the song Waterloo won the competition in 1974. The French-Canadian singer Céline Dion was known for her participation in the Euro Vision Song Contest 1988 in which she launched in Switzerland and won with Ne pas sans moi partez in Europe. The Belgian Lara Fabian ( later I will love again reached Charts Honours ) did the ESC Luxembourg for their first international step, and finally the Polish Edyta Górniak. Also passes through the ESC to world fame is the Irish folk group Riverdance, which occurred in 1994 as a stopgap.

Awareness is no guarantee of success

The participation of an already internationally known performers is no guarantee of winning the title in the competition. A prominent example is Cliff Richard Congratulations with which the second and with Power to All Our Friends 1973 reached the third place in 1968. Subsequently, these titles were in the sales charts placed higher than the respective Euro vision winner.

In 1977, with Silver Convention for Germany at that time a very successful international group at the start. She had conquered as Boney M. with hit productions in the disco sound from Germany ( "Munich Sound" ) in 1976 the charts worldwide. Despite excellent betting odds and with the million -sellers Fly Robin Fly and Get Up And Boogie back in the women's trio came up with the title " Telegram " not ranked eighth out.

Also Ricchi e Poveri from Italy or from Spain Baccara (both 1978) did not reach the podium, as well as Matia Bazar ( 1979). Alan Sorrenti (1980 ), Alice and Franco Battiato (1984 ) or Al Bano and Romina Power (1976 and 1985 ), all from Italy could not in the early 1980s despite the Italo - pop wave in many European countries prevail.
